Bob completed his first
career after 29 years with the Charlotte-Mecklenburg Police Department
(CMPD), retiring as deputy chief over Investigations. Bob pioneered a
number of initiatives that have become models for other law enforcement
agencies. Among them: he established the department’s innovative
Homicide Cold Case Unit and forged partnerships with local hospitals to
establish procedures and training to better preserve forensic evidence
in the course of emergency room treatment.
Bob is a past president of the North Carolina Chapter of the FBI
National Academy Associates and the North Carolina Police Executives
Association. He is a graduate of the Secret Service’s Dignitary
Protection School, the Senior Management Institute for Police and the
FBI National Academy. He earned a B.A. in Political Science from the
University of North Carolina at Chapel Hill.
Jim was selected in 2007
as the first Executive Director of state and local coordination for the
U.S. Immigration and Customs Enforcement, a division of Homeland
Security. This selection came after Jim served for 13 years as the
sheriff of Mecklenburg County, N.C., during which time he was
recognized for his innovative thinking and partnership with federal
authorities on immigration enforcement. He is past president of the
N.C. Sheriffs' Association and NC Chapter of the FBI National Academy
Associates.
Jim began his career as military police officer with the U.S. Army and
went on to serve for 23 years with the CMPD where he rose to the rank
of deputy chief. He is a graduate of Harvard University's John F.
Kennedy School of Government, the FBI National Academy and FBI National
Executive Institute. He holds an Associate's Degree in Criminal Justice
and has served in leadership positions with numerous law enforcement
associations, including the National Sheriffs' Association and the
International Association of Chiefs of Police.
Jack specializes in
addressing technical, organizational, and administrative issues facing
public and private organizations. Much of his career was spent in
executive levels of the CMPD where he rose to the rank of deputy chief
and served for a time as interim chief before retiring.
Jack holds a B.A. and M.P.A. from UNC-Charlotte and an M.A. in English
from the University of Florida.
Dave brings a
wealth of experience from his 29 years in policing.He retired from the CMPD as deputy chief of
Field Services, leading the department’s 1,300 officer patrol division.He has significant senior management
experience with organizational issues, administration, homeland
security
planning, crime prevention and CPTED programs.He
has extensive investigative expertise
gained from his ten years as
head of CMPD Internal Affairs, managing sensitive and confidential
personnel
investigations.
Dave is a
graduate of the Senior Management Institute for Police and the
Administrative
Officer’s Management Program at N.C.StateUniversity.He holds a B.A. in Political Science from the University
of North Carolina at Charlotte.
Rick is a legendary detective who spent
decades with the CMPD before retiring and going to work for the
Mecklenburg County Sheriff's Office (MCSO). While Rick held assignments
in several areas of the CMPD throughout his career, he is best known
for his work as a member of CMPD's Homicide Unit where he was credited
with investigating more than 700 killings and solving some of the
area's most notorious crimes. With MCSO, Rick had responsibilities for
training and recruitment, the Office of Professional Compliance Unit
(Internal Affairs) and the Investigative Unit.
Before his law enforcement career, Rick served for four years in the
United States Marine Corps. He has considerable specialized training
gained through professional courses covering investigative and
interviewing techniques. Widely recognized as an expert in his field,
Rick worked as an Adjunct Professor at Central Piedmont Community
College teaching Criminal Investigations and he was hired by Vanmeter
& Associates (Columbus, Ohio) to teach seminars and classes in
Homicide Investigations, Crime Scene Investigation, Interview and
Interrogation and The Cognitive Interview Process. Over the course of
seven years, Rick taught thousands of local, state and federal law
enforcement officers across the country.
Tom is a skilled tactical
specialist with more than 30 years of law enforcement experience with
the CMPD; for 15 of those years, Tom held supervisory roles in a
variety of areas and gained considerable experience handling sensitive
internal investigations.
A graduate of the University of North Carolina at Charlotte, Tom also
possesses an Advanced Law Enforcement Certificate from the North
Carolina Justice Academy.
Courtney has been with
ISS since January 2006 and is an expert in the use of background
investigation databases. She oversees background searches for a wide
range of clients. Courtney also helps coordinate the biometric
fingerprinting program. She is a 2005 graduate of Charlotte Country Day
School and attended The University of South Carolina.
Lanisha
has
been
working in the area of background investigations for several
years and has developed considerable indepth knowledge of the various
investigative databases. Before joining ISS, she worked as an
adjudication specialist with ChoicePoint. Lanisha received a B.A.
in Political Science and Criminal Justice from the University of North
Carolina at Charlotte. During her time at UNC Charlotte she
interned with the Cabarrus County Conflict Resolution Center. As
an intern Lanisha worked closely with the Teen Court coordinator. She
is currently working towards her Masters in the Administration of
Justice and Security with the University of Phoenix.
